David Fuscus is president and CEO of Xenophon Strategies, a highly focused public relations agency serving many of the world’s largest companies and organizations. Fuscus is also the 2022 President-elect of the Public Relations Global Network which represents 50 agencies in 40 countries across six continents.

Xenophon Strategies has key practices in crisis communications, public affairs, public relations, digital/social and advertising. Xenophon works extensively in technology, ESG/sustainability, energy, aviation, transportation, healthcare, and gaming.

2020 was The Year of Crisis and Fuscus was named the 2020 Crisis Executive of the Year by a panel of leading U.S. journalists in the Best in Biz Awards. He has worked on major international crises for over 25 years including seventeen major airline accidents; the Duke Lacrosse scandal, product recalls, cyber-attacks, privacy issues, corporate malfeasance, and high-profile litigation. Recently, he worked on the 2021 Texas energy grid disaster during winter storm Uri, the 2017 Congressional Baseball Shooting and was the lead strategist and spokesman for Jim Biden, President Biden’s brother, during major litigation. Following the 9/11 terrorist attacks, Fuscus and Xenophon were the lead PR counsel for the airline industry.

Since Fuscus founded Xenophon in 2000, the company has grown into a leading international communications firm that represents clients from the United States, Canada, Europe, Africa, and Asia including Airbus, NEC Corporation, the Republic of Uzbekistan, The Virgin Group, The Centers for Disease Control, the U.S. Coast Guard and Caesars Entertainment.

He was previously Deputy Chief of Staff to former Pennsylvania Gov. Tom Ridge, the Director of Public Affairs for the House Transportation and Infrastructure Committee and as Deputy Chief of Staff and Press Secretary to Rep. William F. Clinger (P-PA). In 1992, Fuscus was a key aide in the re-election campaign of President George H.W. Bush.  He was also the Chief Spokesman for the U.S. airline industry when he served as the head of communications for the Air Transport Association.

Fuscus is a member of the Board of Directors of The Royal Aeronautical Society, is a past member of the Board of the public relations industry’s trade association, the PR Council. Xenophon Strategies is the Washington, D.C. member firm of the Public Relations Global Network and Fuscus serves on PRGN’s Executive Committee.
